У 2014 г. Камітэт сусветнай спадчыны прыняў апавяшчэнне ад Польшчы і Беларусі сумеснага звароту, каб абшар Белавежскай пушчы, які ляжыць па абодва бакі мяжы, увесці ў спіс сусветнай культурнай і прыроднай спадчыны. Намаганні працягваліся з 2008 года.
Спрэчка вакол Пушчы
ўзмацнілася, калі ў канцы сакавіка міністр аховы асяроддзя ўхваліў прыкладанне да плана кіравання лясамі (ПКЛ) для Белавежскага надлясніцтва. Прадбачвала яно павелічэнне высечак, якія леснікі абгрунтоўвалі масавым з’яўленнем яловага караеда. Дадатак прадбачваў павелічэнне нарыхтоўкі драўніны да 188 тысяч кубічных метраў у 10 гадоў (2012-2021). Стары план прапанаваў высечку 63,4 тыс. кубічных метраў драўніны на працягу 10 гадоў. Гэтае рашэнне выклікала супраціў часткі навуковых і экалагічных арганізацый, якія пераконвалі, што павелічэнне высечак не з’яўляецца неабходным, і так званая градацыя (празмернае размножванне) яловага караеда з’яўляецца натуральным працэсам. Эколагі таксама пастуліравалі, каб уся Пушча набыла статус нацыянальнага парку.
У сярэдзіне чэрвеня Еўрапейская камісія пачала была разгляд супраць Польшчы ў сувязі з рашэннем Міністэрства аховы асяроддзя для павелічэння нарыхтоўкі драўніны ў Белавежскай пушчы. Камісія запусціла была працэдуру аб парушэнні закона ў дачыненні да Польшчы ў ЕС, адправіўшы ў Варшаву «заклік да ліквідацыі хібаў». Гэта быў першы этап працэдуры, якая можа быць завершана скаргай у Трыбунал справядлівасці і сур’ёзнымі фінансавымі санкцыямі для дзяржавы-члена. ЕК абвінавачвала Польшчу ў парушэннях некаторых палажэнняў Дырэктывы аб месцапражываннях (у справе аховы натуральнага асяроддзя пражывання дзікай фауны і флоры) і Дырэктывы пра птушак (у справе аховы дзікага птаства). Абедзве дырэктывы з’яўляюцца асновай для еўрапейскай праграмы Natura 2000. На адказ на гэтае пытанне Камісія дала польскім уладам месяц.
Міністэрства аховы асяроддзя абвясціла на пачатку ліпеня 2016 года: ЮНЕСКА пакуль не прыме рашэння аб Белавежскай пушчай. Пасля прадстаўлення аргументаў Міністэрства аховы асяроддзя РП Камітэт сусветнай спадчыны ЮНЕСКА вырашыў, што ў цяперашні час няма ніякіх падстаў, каб вырашаць пытанне Белавежскай пушчы, – інфармаваў намеснік міністра аховы асяроддзя Анджэй Канечны, які ўдзельнічаў у пасяджэнні Камітэта ў Стамбуле. Саракавая сесія Камітэта сусветнай спадчыны ЮНЕСКА працягвалася ад10 ліпеня ў Стамбуле ў Турцыі.
– Дзякуючы добраму супрацоўніцтву польскай дэлегацыі, у тым ліку Міністэрства аховы асяроддзя, з прадстаўнікамі Міжнароднага саюза аховы прыроды (МСАП) быў распрацаваны агульны, кампрамісны праект рашэння Камітэта сусветнай спадчыны (ЮНЕСКА) наконт Белавежскай пушчы, – абвяшчаў прэс-сакратар Міністэрства аховы асяроддзя Павел Муха. Дадаў, што гэтае рашэнне спасылаецца на апошнюю кансультатыўную місію МСАП, якая ў пачатку чэрвеня 2016 г. наведала Пушчу. – Рашэнне падкрэслівала неабходнасць азнаямлення Польшчы з дакладам, падрыхтаваным МСАП. Трапіў быў ён у Міністэрства аховы асяроддзя, калі дэ-факта пачалася сустрэча ў Стамбуле.
Прадстаўнік міністэрства запэўніў, што далейшае абмеркаванне лініі МАС – ЮНЕСКА будзе несумненна працягвацца і будзе праходзіць у 2017 годзе ў ходзе наступнай сесіі ЮНЕСКА. Камітэт, беручы пад увагу рацыянальныя аргументы, вылучаныя польскім бокам, адклаў абмеркаванне пытання аб Белавежская пушчы. – Трэба таксама падкрэсліць падтрымку аказаную Польшчы з боку многіх краін, членак сусветнага камітэта: Казахстана, Партугаліі, Харватыі, Перу, В’етнама, Зімбабве, Ямайкі, Карэя, Лівана, Буркіна-Фасо і Кувейта, – сказаў намеснік міністра аховы асяроддзя Анджэй Канечны, старшыня польскай дэлегацыі ў Стамбуле. Падкрэсліў, што ЮНЕСКА падзяляе польскія аргументы, якія абапіраюцца на ведах і навуцы.
– Мы будзем абараняць пушчу. Будзем пераконваць усіх, што пушча сёння ў стане паглыбляючайся хваробы і трэба яе лячыць. Пакінуўшы яе адной, прывядзем яе да дэградацыі і страты ўнікальных відаў раслін і жывёл. Белавежская пушча з’яўляецца скарбам, які праз разумнае гаспадаранне жывучага ў ёй і з яе чалавека жыве да сёння. Белавежскую пушчу нельга зачыніць, сказаўшы, што яна абароніць сябе сама. Пушча мае патрэбу ў актыўнай абароне, – падагуліў прэс-сакратар Міністэрства аховы асяроддзя.
Сустрэчу ў Стамбуле падагуліў таксама прафесар Ян Шышка, міністр аховы асяроддзя. – Дайшло да дэбаты і галасавання па Белавежскай пушчы. Гэтыя колы – назавем іх ліберальнымі – хацелі, каб запісаць тое, што сёння адбываецца ў Пушчы, як тое што знаходзяцца пад пагрозай. Прайшло галасаванне, і ў выніку 9 на 11 дзяржаў, якія складаюць камітэт, вырашылі, што пушча не апынулася пад пагрозай, і не трэба ўводзіць яе спісак прыроднай спадчыны ЮНЕСКА апынуўшайся пад пагрозай, – сказаў міністр Шышка і запэўніў, што гэтае пытанне будзе дадаткова прааналізавана. – Мы хацелі паказаць, што Польшча сапраўды мае рацыю, а тыя краіны пацвердзілі абгрунтаванасць доказаў, прадстаўленых намі. Гэта добрая навіна не толькі для нас, але і для Пушчы. Гэта добрая вестка таму, таму што я спадзяюся, што веды, факты і навука будуць прымацца да ўвагі пры прыняцці рашэнняў не толькі Камітэта сусветнай спадчыны, але і Еўропы.
Караеда ўсё больш
На працягу некалькіх гадоў у Белавежскай пушчы заўважаецца вельмі хвалюючая з’ява – зніканне натуральных асяроддзяў пражывання і адміранне дрэвастою. Гэты крызіс найбольш крануў яліну. Колькасць мёртвых яловых дрэў у Пушчы лічыцца ў цяперашні час у мільёнах. Разам з дэградацыяй месцаў пражывання памяншаецца прысутнасць каштоўных, ахоўваных відаў раслін і жывёл. Прычынай гэтага з’яўляецца масавае з’яўленне таго ж яловага караеда. На жаль, у апошні час градацыя караеда ўзмацняецца.
Дзяржаўная лясная гаспадарка «Дзяржаўныя лясы» інфармуе, што, насуперак прагнозам актывістаў няўрадавых арганізацый і часткі навукоўцаў, градацыя караеда ў Белавежскай пушчы не спыняецца. Запушчаны маніторынг леснікоў пацвярджае, што градацыя яловых караедаў у ельніках набірае абароты. У надлясніцтве Белавежа, ад пачатку 2016 года, намецілі каля 69 тысяч елак заселеных караедам, а выдалілі іх толькі 3,3 тысячы штук. У пераліку на масу драўніны з 76 тыс. кубаметраў выдалілі менш чым на 2 тысячы кубаметраў драўніны. Праца выканана была ў адпаведнасці з дзеючым планам вядзення лясной гаспадаркі – інфармавалі Дзяржаўныя лясы. Надлясніцтва Белавежа дасюль не пачало выдалення дрэў заселеных караедам у рамках павышанага плану высечак. Параўноўваючы дадзеныя з мая да чэрвеня ў гады 2012-2016, было пацверджана, што сёлета дынаміка градацыі яловага караеда значна вышэйшая, чым у папярэднія гады. У самім надлясніцтве ў дрэвастоі па-за межамі апорнага абшару намецілі 22 тысячы ялін, каланізаваных яловым караедам. У апорнай зоне, там, дзе пушча пакінута дзеянню прыроды а праца леснікоў зведзена да мінімуму, такіх дрэў ужо больш за 46 тысяч.
Дынаміка градацыі яловага караеда вельмі вялікая. Усяго за
адзін тыдзень чэрвеня 2016 г. леснікі сабралі з ферамонных пастак 46 літраў караедаў, што адпавядае прыблізна 1,8 мільёнам дарослых насякомых. Ад пачатку траўня гэтых казурак сабралі больш за 4,5 мільёнаў асобінаў. Паводле дадзеных, прадстаўленых гаспадаркай, па стане на канец чэрвеня 2012 года каланізаваных караедамі было больш за 1,2 тысяч елак (на працягу года больш за 5 тысяч), у чэрвені 2013 года амаль 4,5 тыс. (на працягу года больш чым 30 тысяч), у чэрвені 2014 года больш за 21 тысячу (за год – амаль 70 тысяч), а ў чэрвені 2015 года амаль 40 тысяч (за год – больш за 123 тысячы ялін). На думку Дзяржаўных лясоў, магчымасць правядзення актыўнай абароны, прадугледжанай у бягучай абавязваючай ДзЛ інструкцыі па ахове і абароне лясоў, «прыводзіць да далейшага распаду яловых лясоў, дэградацыі натуральных месцаў пражывання і ўяўляе сабой пагрозу для ўстойлівасці лясных экасістэм». Праблема тычыцца асабліва ялін ва ўзросце 100 гадоў і старэйшых, і, такім чынам, найбольш прыродна каштоўных. Аднак у Белавежскай пушчы паміраюць таксама маладзейшыя дрэвы, якія суседуюць са старэйшым лясным дрэвастоем, каланізаваным яловым караедам, – адзначаюць Дзяржаўныя лясы.
Караед-рэгулятар?
Па словах леснікоў, градацыя яловых караедаў у Белавежскай пушчы расце. – Гэта натуральны працэс, – адказваюць эколагі. – І ў гэтым няма нічога страшнага. Эколагі кажуць, што павелічэнне градацыі яловага караеда аднаўляе сітуацыю дрэвастою ў Пушчы ў правільным напрамку, таму што ў лясных месцапражываннях у Белавежскай пушчы не павінны дамінаваць хвоі або елкі. На дадзены момант на 29 тысяч лясных месцапражыванняў у Пушчы ўсяго ў 15 пераважаюць іглічныя пароды. Вынікае гэта з аналізаў, праведзеных спецыялістамі Сістэм геаграфічнай інфармацыі. У адпаведнасці з планам задач пастаяннай абароны для Natura 2000, у мнагавідавых і шматслаёвых ліставых лясах (грондах), як правіла, з перавагай граба і дубоў і з удзелам розных іншых відаў, у Белавежскай пушчы павінны дамінаваць такія віды, як граб, ліпа, клён або дуб. «Караед зніжае занадта высокую долю елі і хвоі – відаў на працягу многіх дзесяцігоддзяў прасоўваных у пушчы леснікамі, – тлумачыць Адам Богдан з Фонду Дзікая Польшча. – Ён робіць гэта дарма, не руйнуючы натуральнай рэгенерацыі, пакідаючы мёртвую драўніну дрэва, ад якой залежыць біялагічная разнастайнасць лесу. Дрэва памірае. Месца ялін займаюць ліставыя пароды, але ў многіх месцах зусім абнаўляецца і елка».
